"Extol" means to praise (as also indicated in the verse cited in the question), but particularly with a connotation of doing so with great enthusiasm. (The root meaning of the word "extol" comes from Latin words indicating "raising outward or upward" -- the same connotation found in such English phrases as "praising someone to the skies" or "praising someone to the heavens", which imply both being very vocal (loud) in that praise, as well as wanting the praise to be heard by others to the greatest extent possible.) And God certainly deserves such enthusiastic praise for making it possible for sinful humans to have salvation and eternal life through faith in Christ's atoning death and resurrection.
