In my opinion, what is meant here is that, after Jesus ascended, He gave (Acts 2:1-13) the gift of the Holy Spirit (Who, as Jesus had told the apostles in John 16:7, would not come unless Jesus went away from them by His ascension, but Whom He would send after He had ascended). The Holy Spirit then, in turn, gave the gifts that Paul discussed in Romans 12:6-8 and 1 Corinthians 12:4-11 to Christ's followers.
