Matthew 18:15-17, If your brother sins, go and show him his fault in private; if he listens to you, you have won your brother.  But if he does not listen to you, take one or two more with you, so that by the mouth of two or three witnesses every fact may be confirmed.  If he refuses to listen to them, tell it to the church; and if he refuses to listen even to the church, let him be to you as a Gentile and a tax collector.

If jealousy and envy does not arouse against you, then you need to pray more. There is nothing we can do about jealousy and envy other than pray for sustainance. Approaching or talking to them makes them feel important. "If God is for us, who can be against us?"

If its coming from myself then confessing the jealousy and envy as sin and then prayer for forgiveness.

OR

Rebuking the enemy and reminding him that I belong to Christ and through Him I am blessed and in need of nothing.

First off, jealousy and envy are sin, not spirits. Blaming our sin on demons is a classic hyper-charismatic cop-out. 
If you have believers doing this then the Matthew 18 reference is the way to go. If they are un-believers then just Preach The Gospel.
