The host of heaven worships You. 7 “You are the Lord God, Who chose Abram, And brought him out of Ur of the Chaldeans, And gave him the name Abraham; 8 You found his heart faithful before You, And made a covenant with him To give the land of the Canaanites, The Hittites, the Amorites, The Perizzites, the Jebusites, And the Girgashites— To give it to his descendants. You have performed Your words, For You are righteous.

I would say that the reference is to the concept of their being different "levels" of heaven, with one level being the Earth's atmosphere (the firmament); a second level being the area in which the visible stars and planets appear or move (the level to which I would say Nehemiah was referring, based on the references to God having created it, and to the "host" -- which I would interpret to be the stars and planets -- that it contains, and which is the highest level visible to humans); and the third being the abode in which God dwells. (It was this third level to which Paul referred in 2 Corinthians 12:2.)

The highest of Heaven is where God lives. Ecclesiastes 5:2: "Be not rash with thy mouth, and let not thine heart be hasty to utter any thing before God: for God is in heaven, and thou upon the earth: therefore let thy words be few." Psalm 2:4, "He that sttteth in the heavens shall laugh: the Lord shall have them in derision." 1Kings 8:30, "And hearken thou to the supplication of thy servant, and of thy people Israel, when they shall pray toward this place:and hear thou in heaven thy dwelling place: and when thou hearest, forgive." - from Solomon's prayer of dedication. Psalm 115:3, "But our God is in the heavens: He hath done whatsoever He hath pleased." Psalm 123:1, "Unto thee lift up mine eyes, O thou that dwellest in the heavens." Isaiah 6:1, "in the year that King Uzziah died I saw also the,Lord sitting upon a throne, high and lifted up, and His train filled the temple." Isaiah 66:1, "Thus saith the Lord, The heaven is my throne, and the earth is my footstool..." Ezekiel chapter 1 describes the heavens being opened. Ezekiel chapter 10 also. Matthew 6:9, "After this manner therefore pray, Our Father who art in heaven..." Acts 7:49, "Heaven is my throne, and earth is my footstool: what house will you build me? Saith the Lord: or what is the place of my rest?" Hebrews 8:1, "Now of the things which we have spoken this is the sum: We have such an High Priest, who is set on the right hand of the Throne of the Majesty in the heavens." Revelation chapter 4 describes the throne in heaven. The Highest of Heaven is where the throne of our God and His blessed Son sit.
