Romans 1:18-32 is a sobering and grave reminder that God's wrath is not just fire & brimstone, but also manifest in the form of "giving up".

We see God "giving up" in verse 24, 26 & 28. Each "giving up" seems to get more severe in its result. Example, homosexuality is the end result of God "giving up" over the people who refused to acknowledge Him in verses 26-27.

Look around at our society today, do you see a pattern of God "giving up" in parallel with these verses? That's the wrath of God working in that society - God is allowing them to do whatever pleases their sinful nature without bound, without constraint.

As background, let us examine the following bible passages;

Jeremiah 17:9, "The heart is deceitful above all things, and desperately wicked: who can know it?   (KJV - sent from CadreBible)

Galatians 3:22, "But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe."   (KJV - sent from CadreBible)

Psalms 25:8-14, "Good and upright is the Lᴏʀᴅ: therefore will he teach sinners in the way.  25:9 The meek will he guide in judgment: and the meek will he teach his way.  25:10 All the paths of the Lᴏʀᴅ are mercy and truth unto such as keep his covenant and his testimonies.  25:11 For thy name’s sake, O Lᴏʀᴅ, pardon mine iniquity; for it is great.  25:12 What man is he that feareth the Lᴏʀᴅ? him shall he teach in the way that he shall choose.  25:13 His soul shall dwell at ease; and his seed shall inherit the earth.  25:14 The secret of the Lᴏʀᴅ is with them that fear him; and he will shew them his covenant." From the foregoing man has fallen into a debased state, and God's yearning  is to teach, guide and bestow his abundant mercy so that he is reconciled back to Him, by seeing and coming into His covenant

Therefore to "give man up" is to withdraw His teaching, guidance, and mercy and allow man continue in his wickedness

A mind destitute of judgment. In the Greek the same word is used here, which, in another form, occurs in the previous part of the verse, and which is translated “like.” The apostle meant doubtless to retain a reference to that in this place. “As they did not approve, ἐδοκιμασαν  edokimasan, or choose to retain God, etc. he gave them up to a mind disapproved, rejected, reprobate,” ἀδοκιμον  adokimon, and he means that the state of their minds was such that God could not approve it. It does not mean that they were reprobate by any arbitrary decree; but that as a consequence of their headstrong passions, their determination to forget him, he left them to a state of mind which was evil, and which he could not approve.

depraved mind  literally, an “unapproved” mind, in order to do things that are not fitting, i.e., things not in accord with the will of God expressed in the created order. Such is the divine response to rejection. We disapprove of God in our thoughts, so he gives us over to disapproved thinking!  Its like when your parents may have told you your being hard headed and you'll find out the hard way us as humans think we know but when we don't know we tend to make up things until it makes sense to us..BUT KNOW WE ARE KINGDOM PEOPLE AND SHOULD HAVE KINGDOM THINKING. put a filter on what goes in continuously feed your mind that is where the battle wages at our thoughts lead to actions what we watch what we listen to what we subject ourselves to hear what we read its all part of the battle field we must treat it as such.. Lets go people lets get on our Ephesians 6:11-19!

I know you asked this a while ago, but I don’t think you’ve received an answer to this part of your question:
“If God allows this to happen in a persons life do they have a way out like, repent asking for forgiveness.”

My answer to you would be a resounding “Yes”. If you find yourself in this place, and want out, God’s grace is always held out for anyone who wants to come to God. Jesus came to heal the sick, not the ‘healthy’ (those who thought they had no need of Him). Some of the last words in the book of Revelation, after all the upheaval and heaviness that the book describes, are: “The Spirit and the bride say, “Come.” Let anyone who hears this say, “Come.” Let anyone who is thirsty come. Let anyone who desires drink freely from the water of life (Revelation 22:17 NLT)

If you find yourself in a place where you wonder and are afraid at how far ‘off the mark’, you are, Jesus says, “Come.” That's why He came to Earth: to redeem us when we didn’t deserve it.
