23 Sing to the LORD, all the earth;
    proclaim his salvation day after day.
24 Declare his glory among the nations,
    his marvelous deeds among all peoples.
25 For great is the LORD and most worthy of praise;
    he is to be feared above all gods.
26 For all the gods of the nations are idols,
    but the LORD made the heavens.
27 Splendor and majesty are before him;
    strength and joy are in his dwelling place.
28 Ascribe to the LORD, all you families of nations,
    ascribe to the LORD glory and strength.
29 Ascribe to the LORD the glory due his name;
    bring an offering and come before him.
Worship the LORD in the splendor of his holiness.

In my opinion, the verse is saying that, just as sin is regarded in Scripture as the epitome of hideousness or of an "anti-God" orientation, the infinite degree of God's holiness (being the complete absence and antithesis of sin) imparts to Him a beauty and magnificence beyond description, prompting all who behold it to bow down before Him in worship.

It means to clothe yourself in holiness to take part in HIS worship among the multitude of people who gathered together with oneness. It's not about the external but the cleanliness from inside, which would actually make you eligible to stand in HIS holy presence.

This holiness comes by cleaning yourself in GOD's word, which is the essential element compared to water and soap that cleanses the soul as mentioned in the Bible.
