What does Job mean in 9:33, 33 "There is no arbiter between us, who might lay his hand on us both."

32 For he is not a man, as I am, that I should answer him, and we should come together in judgment.

33 Neither is there any daysman betwixt us, that might lay his hand upon us both.

34 Let him take his rod away from me, and let not his fear terrify me:

35 Then would I speak, and not fear him; but it is not so with me.

An arbiter is a person who is given absolute power to judge and rule over a dispute between two parties. 

Job says," There is no arbiter between us,who might lay his hand on us both. I believe what he is saying is," Who is more powerful than YAHWEH (God) to arbitrate and lay his hand on us both. Only YAHWEH Himself can arbitrate for all people throughout the lands (earth).

Remember, Job was a God fearing man and loved his Creator more than anyone or anything. Satan, wanting to test His assuredness of Job, bet YAHWEH that Job would turn from Him and was allowed to do anything to Job as he liked short of taking his life. 

Satan cursed Job with the loss of all his possessions and his entire family and even brought upon Job boils and sores. Job, fearing YAHWEH, was confused and in bewilderment of what was happening to him. Always loyal to his Heavenly Creator he only questioned his demise. When his friends came around to see his misfortune they told him to rebuke his "God" but Job could only say it was his own doing that made YAHWEH angry, and could only question his misfortune.

So basically what Job is saying to his fellow man is that there is no one higher than YAHWEH or more powerful than HE so an arbiter is out of the question to decide the outcome of Job and this "bet" between YAHWEH and Satan.

If you get no answer then YAHWEH is saying to you," This question is not important and you can move on".
