If I am interpreting the question correctly, I would say that God did not just give Solomon the ability to speak or write words of wisdom (as recorded in the book of Proverbs, for example), but also (as God promised in 1 Kings 3:12) a wise and discerning mind that Solomon could (and did) employ in the actions he took and in the decisions he made.

This is illustrated by the account of the dispute between the two harlots over which one was the mother of a surviving child (1 Kings 3:16-28), and also the manner in which Solomon answered all the "hard questions" that the queen of Sheba posed to him (1 Kings 10:1-13), which were just two instances out of many such times, as indicated by 1 Kings 4:34, which states that people and kings came from every nation to hear his wisdom.

At the same time, however, as wise as Solomon was, his understanding could still be limited (as shown in the book of Ecclesiastes) by consideration of subjects from the perspective of one speaking "under the sun" -- that is, only from the standpoint of human wisdom and comprehension, without knowledge or recognition of spiritually understood truths, which is what caused Solomon to conclude that human endeavors were all vanity.
