When Jesus returns for that last battle will his soldiers be resurrected people or angels?

Salvation and glory and power belong to our God. 2 For his judgments are true and just; for he has judged the great prostitute who corrupted the earth with her immorality, and has avenged on her the blood of his servants.

I would say that, in the context of the events described in the vision given to John in Revelation, the "army" mentioned in Revelation 19:19 represents resurrected believers, but they are "soldiers" only in the sense that they are going forth behind Christ as their leader into conflict against Satan, the beast, the false prophet, the kings of the earth, and all the other forces of evil. Christ's army is not armed. (All the fighting of Christ's "soldiers" will have been done during their earthly lives, and they will have already overcome.) In this final conflict, all the "fighting" will done by Christ Himself or by the triune God, as indicated in Revelation 19:20-21 and Revelation 20:9-10.
