What did it mean to cover with the corner of a garment? (Ezekiel 16:8) -- 8 “‘Later I passed by, and when I looked at you and saw that you were old enough for love, I spread the corner of my garment over you and covered your naked body. I gave you my solemn oath and entered into a covenant with you, declares the Sovereign Lord, and you became mine.

A man covering a woman with his garment or cloak (or a woman covering herself with a man's garment or cloak (Ruth 3:7-9)) was an action in biblical times expressing an intention or desire to be married to the person in question (similar to a verbal proposal today). In the passage from Ezekiel cited in the question, God is employing this same imagery in regard to His relationship with Israel, just as He referred to Himself as Israel's husband in other scriptural passages, such as Jeremiah 31:32.
