In my opinion, as indicated by the parenthetical note in the passage cited in the question, and as also shown by the similarity between the description in the passage from Ezekiel to the scene in Exodus 24:9-11, the reference to "the mountain of God" pertains to being in God's very presence -- whether that would have been when He descended on Mount Sinai and communed with the elders of Israel, or later when His glory filled the temple that Solomon had built on Mount Zion in Jerusalem (2 Chronicles 7:1-2). God also described the conditions of peace that would prevail when His reign is established on earth by saying in Isaiah 11:9, "They shall not hurt or destroy in all My holy mountain, for the earth shall be full of the knowledge of the LORD as the waters cover the sea." The mountain is again used as a symbol for a place of God's presence (where it appears in this passage to represent the whole earth). In the specific passage cited in the question, God is saying that the king of Tyre (who appears to also represent Satan) enjoyed God's favor before his fall (in Satan's case, his fall from heaven).
