(According to Genesis 3:16, this was one of the consequences of humanity's fall into sin.) As a result, a woman going through it might well experience apprehension or fear. In the verse cited in the question, Jeremiah is saying that the judgment that God will visit upon Moab will be so severe that the courage (metaphorically represented by the heart) of even the bravest Moabite warriors will fail them, and they will experience this same kind or degree of fear.
