In my opinion, the wind was a manifestation of the Holy Spirit's presence, in the same manner as the tongues of fire that appeared on the heads of the apostles, and the ability to speak in multiple languages that the apostles displayed. Jesus Himself had likened the Holy Spirit's role and manifestation in the process of a person being "born again" to the blowing of the wind (John 3:8). The wind on Pentecost was consistent with this imagery. Also, it was the sound of the wind that drew people to where the apostles were, so that they could be evangelized (Acts 2:6). This was a representation of the Spirit's role in bringing or leading people to Christ.
