In Gen 11:7, what does the LORD mean by 'us' in "Come, let us go down?"

Who is the "us" referring to? Is this majestic first person plural, or referring to the angels, or to others?

As in Genesis 1:26 ("Then God said, 'Let Us make man in Our image...' ") and Genesis 3:22 ("Then the Lord God said, 'The man has now become like one of Us...' "), the use of the plural pronoun in Genesis 11:7 indicates the three Persons of the one Triune God speaking among themselves.

It is not analogous to the majestic plural or to an "editorial 'we' ", where someone who is obviously only one person or being (such as an earthly king or a commentator) would be using the plural merely for honor or self-glorification, or to express an opinion on behalf of a group of other, separate persons or entities, but indicates an actual plurality of Persons (Father, Son, and Holy Spirit) within one God, as evidenced throughout the Bible, and particularly in the incarnation of Jesus, who was both true God and true man, and as evidenced at His baptism, where Jesus was physically present in His body, the Holy Spirit appeared in the form of a dove, and the Father's voice was heard from heaven (Matthew 3:16-17; Luke 3:21-22).
