What does God mean by, "the new heavens and the new earth, from one sabbath to another, shall all flesh come to worship before me."
Isaiah 66:23
ESV - 23 From new moon to new moon, and from Sabbath to Sabbath, all flesh shall come to worship before me, declares the Lord.

In my opinion, God (through the prophet Isaiah) is speaking in this passage of the worship of God by the redeemed (those to whom He has granted eternal life through faith in Christ) in the "end-state" condition that will be present on the "New Earth" (Revelation 21:1) after the close of the current age. God is not necessarily saying (again, in my opinion) that all the redeemed will come together in one place, but that all the redeemed will worship and praise Him for the rest of eternity (as expressed by the wording concerning new moons and Sabbaths -- although those Old Testament observances will no longer be in effect, since time will have passed away).

In my humble opinion, God mentions three important points linking them together. 1. Sabbath 2. All flesh. 3. Worship. The Sabbath is not just a day of rest but also a day of worship for all flesh not just Israel. Isaiah knew the Sabbath was a sign between God and Israel forever (Exodus 31:17) Did Isaiah believe God is telling him, the Sabbath time had passed? (Isaiah 66:23)
