Who was God speaking to in Isaiah 34:16 when He said, "Not one of these shall fail or lack her mate"?

NKJV - 16 Search from the book of the LORD, and read: Not one of these shall fail; Not one shall lack her mate. For My mouth has commanded it, and His Spirit has gathered them.

In my opinion, God is speaking to the nations of the earth, as indicated in Isaiah 34:1. He is telling them to behold the desolation and destruction that He is going to bring against all the nations of the earth, and particularly to Edom, in judgment of their sin and of their opposition to Him and to Israel (Zion) (as indicated in Isaiah 34:8).

He is going to make their territory so desolate that it will be inhabitable only by the animals who will live there, as they are listed in Isaiah 34:13-15 (jackals, owls, desert creatures, hyenas, wild goats, night creatures, and falcons).

It is these animals to which He is referring in verse 16. All of them will be present in the land, and they will be of such number that none of them will die out as a result of being left without a mate
