NKJV - 2 The Spirit of the LORD shall rest upon Him, The Spirit of wisdom and understanding, The Spirit of counsel and might, The Spirit of knowledge and of the fear of the LORD.

In my opinion, Isaiah 11:1, by speaking of a shoot coming from the stump of Jesse (who was the father of David), makes it clear that the entire rest of the chapter (including the verse cited in the question) is descriptive of the Messiah, whom God had promised (as early as 2 Samuel 7:11-16) would be descended from David, and the fulfillment of which is indicated by the genealogies of Jesus in Matthew 1 and Luke 3).

Isaiah 11:2-3 (in my view) deals with Jesus in His first coming, and are remarkably similar to verses elsewhere in Isaiah (Isaiah 61:1-2) that Jesus Himself quoted in Luke 4:18-19 as prophesying His earthly ministry.

The remainder of the chapter describes the reign of Jesus at the time of His return at the close of the present age. (This is clear from the passage's description of conditions such as the judgment of the wicked, and the universal peace that will follow, which will not occur until that time.)

Isaiah 11:2: And the spirit of the Lord shall rest upon him, the spirit of wisdom and understanding, the spirit of counsel and might, the spirit of knowledge and of the fear of the Lord. 

The vision given to Isaiah, the son of Amoz, to prophecy, was of the Lord Jesus, who came and shall come again, and “His feet shall stand,” in the last days. The mountain of the Lord's house shall be established and exalted above the hills, and all nations shall flow unto it. The lofty looks of man shall be humbled, and the haughtiness of men shall be bowed down, and the Lord alone shall be exalted in that day. (Isa 2:2/Zec 14:4,8-9) In the beginning, the shepherds abiding in the field to keep a watch over their flock were revealed by the angel of the Lord. They then came unto Mary and Joseph, where the Lord Jesus was lying in the manger. When the child Jesus grew up at the age of twelve, He was taken to the temple, where He waxed strong in spirit and wisdom, for the grace of God the Father was upon Him. The exaltations came to pass when he was in the temple, for three days sitting in their midst; those who heard Him were then astonished at His understanding and answers. (Lk 2:8,16,40,46-47/Isa 9:6)

Lord Jesus, having the spirit of wisdom, knowledge, and understanding, with the spirit of counsel, sitting in the midst of the people in the temple, then grew up to the age of thirty. He then went to John the Baptist to be baptized. When Lord Jesus was baptized, the Spirit of God descended like a Dove with lighting upon the Lord Jesus, and a voice from heaven came saying, “This is My beloved Son, in whom I am well pleased.” Lord Jesus, then being full of the Holy Ghost, was led by the Spirit into the wilderness. (Lk 3:22-23, 4:1) Lord Jesus was in the wilderness for forty days and was then tempted by the fallen angel, who was cast out of heaven. This angel, whose heart was lifted up, who was the anointed cherub, having the authority given unto him from the time of creation of this world. Lord Jesus' heart was not lifted, knowing that He was being tempted by the devil, for He then said, “Thou shalt not tempt the Lord thy God.” (Eze 28:13-14/Lk 4:12) 

Prophet Isaiah was shown the seven Spirits that are before the throne of God the Father, which shall rest upon Him, our Lord Jesus. The Spirit of the Lord God, anointed Him to preach the gospel to the poor, sent Him to heal the broken-hearted, preach deliverance to the captives, to recover the sight of the blind, and to set the liberty of them that are bruised. (Lk 4:18) Lord Jesus then revealed unto us, “I can of mine own self do nothing: as I hear, I judge: and my judgment is just; because I seek not mine own will, but the will of the Father which hath sent me.” (John 5:30) Lord God sent Him to exercise lovingkindness, judgment, and righteousness in the earth, for in these things, He delighted. (Jer 9:24) Lord Jesus' delight came upon a woman who had a circumcised heart, whose sins were forgiven, for her faith had saved her, then to go in peace. (Lk 7:50) This was the liberty to the captives who were bound and brokenhearted, having the prison doors opened to them.

Isaiah 61:1: The Spirit of the Lord God is upon me; because the Lord hath anointed me to preach good tidings unto the meek; he hath sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to them that are bound.
