When we read Scriptures, we must always read the Words (in the context) in which they are written.
Scripture never gives us the authority to bind Satan or demons nor does God give us the authority to loose Angels for our command,
Again, we must read all Scriptures in context. That is a major problem in Christianity, we don't see what the Scriptures really say because we don't look at the content. I totally agree with the response from Michael on Angels.

Don't forget about binding demons and loosing angels. I bind you demon in Jesus' name and I loose the angels' of God God help me. For whatsoever you shall bind on earth shall be bound in heaven, and whatsoever you shall loose on earth shall be loosed in heaven. It works for me. Try it.

Matt. 26:53; NKJV - "Or do you think that I cannot now pray to My Father, and He will provide Me with more than twelve legions of angels?"

The above passage were the Words of our Lord Jesus Christ. He did this to show us an example that while He was in the flesh, He recognised that the angels were answerable only to the Father. 

This is to corroborate other inputs made by other respondents above that we have no authority over the angels of God. They do only the commands of God.

God reserves the right of giving charge to His angels to Himself and have not delegated it to man
- "For he shall give his angels charge over thee, to keep thee in all thy ways" - (Psa 91:11).
- "Bless the LORD, ye his angels, that excel in strength, that do his commandments, hearkening unto the voice of his word." - (Psalm 103:20).

i write this by permission of the Holy Spirit. 1 Corinthians 6:3 Know ye not that we shall judge angels. I believe that angels are sent to do Gods bidding by the Holy Spirit. When we stand in and act in our spiritual authority God hears us. So, if he answers us thru an angel or some other means is this not the same. Ironic that now we are beneath angels yet in the times to come we shall judge them. All glory to God.
