Taking this verse literally, it means that Yahweh himself (LORD as used in the King James version) will come down at the time Jerusalem is taken.

A similar verse is found is found in Jude 1:14-15 where the LORD comes down to execute judgment upon all the ungodly.

Is this literally possible? For Christians it would mean that both the Father and the Son (and perhaps the Holy Spirit) descend to earth. The time seems to be after the 1000 years when Satan is loosed, and lead Gog and Magog to surround Jerusalem (Rev. 20:7-9). 

Yahweh came down at Mount Sinai to give Moses the Law (Ex 19:20). It was a terrible event with the fire, the smoke, the trumpet blasts, and the thunders and lightning. This second time there will be an earthquake which splits the Mount of Olives in two (Zech 14:4) and a plague which consumes the flesh in a way resembling intense nuclear radiation (Zech 14: 12-15 and Rev. 20:9). Nuclear radiation can turn flesh into liquid if strong enough, but here it seems only to turn flesh into ashes (Mal 4:1-3) like neutron bomb would.

To answer the question, it appears that Zech 14:4 is not a prophecy about the second coming of Christ (when he comes to judge the nations (Matt 25: 31-46)) but about the events immediately prior to the great white throne judgment (Rev 20:11) and the consummation of the three days of Christ's direct intervention in human history (Luke 13:32).
