Perhaps you mean, "why do women have so few leadership roles in the Bible"?

Let's let God answer the question as to why the role of women is what it is:

"I do not permit a woman to teach or to exercise authority over a man; rather, she is to remain quiet. For Adam was formed first, then Eve; and Adam was not deceived, but the woman was deceived and became a transgressor." (1 Tim 2:12-14 ESV)

"But I want you to understand that the head of every man is Christ, the head of a woman is her husband, and the head of Christ is God. Any man who prays or prophesies with his head covered dishonors his head, but any woman who prays or prophesies with her head unveiled dishonors her head -- it is the same as if her head were shaven. For if a woman will not veil herself, then she should cut off her hair; but if it is disgraceful for a woman to be shorn or shaven, let her wear a veil. For a man ought not to cover his head, since he is the image and glory of God; but woman is the glory of man. (For man was not made from woman, but woman from man. Neither was man created for woman, but woman for man.) That is why a woman ought to have a veil on her head, because of the angels." (1 Cor 11:3-10 RSV)

Do you see it? The answer is: (1) The reason the woman was created (for man); (2) The order of creation (man first); (3) The order of transgression in the Garden of Eden (Eve, the woman, was first to disobey God).

This is NOT cultural! The Word of God is the WORD OF GOD, not the words of men! What God directed people to do, and had written down, was what He wanted. He can establish, modify, or wipe out entire cultures, according to His purposes. He is not limited by "culture".

Now, this is a bitter pill for most Americans at the present time (2016). For about 150 years, there has been an assault on the idea that the role of women in respect to leadership and authority is limited in the Church and in the Family. With the result that, even amongst many who call themselves Christian, the very idea that Scriptures such as 1 Tim 2 and 1 Cor 11 actually mean what they say is repulsive.

But regardless, there it is--God has spoken.
