My simple answer to you is: "By Faith, through Faith, with Faith". 

Which are actually three not so simple answers. 

Your question can actually be interpreted more than one way. Are you asking "How can I pray for someone 'because' I know that they are dying?" If so, then I must ask, "Do you believe God can do all things, including have the power over life and death?" If so, then by your question, you are saying that your belief that a person is dying is stronger than you belief in God's power to heal them. You need to reverse that mentality.(by Faith) It is not up to us to know when someone is going to die and we know from the Bible that God can change that time. (Just a couple of quick examples that come to mind: When God sent Jonah to warn Nineveh, because they repented and prayed, God delayed their destruction. When God sent the prophet to King Hezekiah to tell him he was about to die, because he prayed, God added 15 years to his life.) We should pray believing (with Faith) that the person we are praying for will live. At the end of my answer, I have included a real story that illustrates this point. 

The other way your question could be interpreted is "What" can I pray when someone is dying? For the best answer to that question, you must rely on the Holy Spirit to lead you through the prayer. He may lead you to pray for healing. He may lead you to pray for Salvation. He may lead you to pray for comfort. He may lead you to pray for loved ones. He may lead you to pray for all the above and more. What you need to remember is "The fervent prayer of the righteous availeth much!" Therefore you need to open your heart to Him and pour out His Love in your prayers. Rely on His strength (by Faith), using His Love (through Faith), and believing in His Power (with Faith) to accomplish it all. 

A friend of mine was in a prayer chain a few years ago. When she was called to pray for someone, she then called the next person on the list to also pray, etc.. She related to me that one such time she got a call about a young girl who was gravely ill and they did not know if she would live through the night. She told her friend, the next on the list, that they needed to begin praying immediately and relayed the story. The next day, she said she heard that the girl had miraculously pulled through and was out of danger so she called the lady next on the list and told her, "we can quit praying, she has pulled through and is out of danger". To which the second lady replied "Praise the Lord, I just knew we were gonna lose her!" That is NOT the way we should pray. We should pray believing our prayers will be answered. (through Faith)
