"And the LORD said, I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping thing, and the fowls of the air; for it repenteth me that I have made them." (Genesis 6:7)

" And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth." (Genesis 6:13)

The Lord God said: "I will destroy". Knowing our triune God always operates in complete and total harmony with himself tells me that the great flood was the result of a "group decision" rendered by the determinate consul of God.

I believe all who drowned did so because of the wickedness of their hearts according to scripture. 
Genesis 6:5-6, 11-12
Then Yahuwah] saw that the wickedness of man was great in the earth, and that every intent of the thoughts of his heart was only evil continually. 6 And Yahuwah was sorry that He had made man on the earth, and He was grieved in His heart. 

The earth also was corrupt before Elohim and the earth was filled with violence. 12 So Elohim looked upon the earth, and indeed it was corrupt; for all flesh had corrupted their way on the earth.

As a result of the wickedness Father was left with no option but to destroy man, the verse below reads that He was sorry that He had made them but my heart and scripture bears witness to the truth that it must have hurt Him to destroy His own creation. It does say in the scripture above that He was grieved in His heart. He does not take pleasure in the death of a sinner. Ezekiel 18, 33. 

Genesis 6:7
7 So Yahuwah said, “I will destroy man whom I have created from the face of the earth, both man and beast, creeping thing and birds of the air, for I am sorry that I have made them.” 

I am convinced had He found more like Noah, who according the the same chapter in Genesis 6:8 found favour in His eyes, He would have spared them. Had any given heed to Noah, of whom together with Job, and Daniel Father says would be delivered by their own righteousness, they too would have been spared. See Ezekiel 14.

In that portion of scripture Yahuwah is calling His people to repentance but with a warning of the dire consequences of not turning away from idolatry. The land at Genesis 6 had reached the point of no return which I believe is similar to Ezekiel 14, where Yahuwah says “the land sins against Me in persistent treachery”

We learn from scripture that Yahuwah did give ample time to repent before the sending the flood:

2 Peter 2:5 ‘and did not spare the ancient world, but preserved Noah, a preacher of righteousness, with seven others, when He brought a flood upon the world of the ungodly; 

All that has happened in the past should serve as a warning to us as recorded in: 

1 Corinthians 10:11
11 Now all[a] these things happened to them as examples, and they were written for our admonition, upon whom the ends of the ages have come.

Yahshua our Messiah did forewarn us that the last day will be like in Noah’s time [Matthew 24, Luke 17]. It behoves us to, to live righteous before Father and the world, to stand in the gap, to cry out for them to come into His fold, to preach righteousness, that they do not perish like as in the times of Noah.

May all our questioning finally bring us to perceiving Father’s mercy and compassion in all His right rulings. He is forever without fault, blameless in all His deeds. May Scripture work out in us what is recorded in the verse below.
Romans 14:4 For whatever things were written before were written for our learning, that we through the patience and comfort of the Scriptures might have hope.

Yahshua (a.k.a Jesus) gave the command.

John 5:37
And the Father himself, which hath sent me, hath borne witness of me. Ye have neither heard his voice [The Father's voice] at any time, nor seen his shape [The Father's shape].

Genesis 6:13
And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth.

Obviously God the Father has never spoken to man so it was Yashua (Jesus), God with us, that spoke to Noah.
