Whether the reference in this verse is to Adam (as the man from whom all humanity descended), or to Abraham (as the man from whose descendants the nation of Israel was formed), or to Jacob (whom God renamed Israel, and whose twelve sons founded the twelve tribes of the nation of Israel), this verse points out that none of them, regardless of whether they otherwise found favor with God or not, were completely sinless, just as no human since Adam (except Jesus) has been sinless.

The Bible records Adam's sin in disobeying God as bringing death to all subsequent humanity (Genesis 3:19; Romans 5:12).

Also, even though Abraham's faith justified him in God's sight (Genesis 15:6; Romans 4), Scripture still contains multiple accounts of instances when he misrepresented the truth (Genesis 12:13 and Genesis 20:2), or doubted God's promise to him (Genesis 17:17)

And Jacob, despite being blessed by God (Genesis 35:9-12), took both the birthright and the blessing that rightfully belonged to his older brother Esau, either by taking advantage of Esau in a time of need (Genesis 25:29-34), or by using actual deceit (Genesis 27). 

Or, alternatively, the verse may not be referring to any one person in particular, but is just intended as a figure of speech with the meaning of "as long as Israel has been a nation", or "from the very beginning", the people of Israel have sinned.

The first father is plainly Adam in Isaiah 43 if you look at the context (Isaiah 43:26).
