In my opinion, an evil eye is something that causes harm to the person who looks to an object or a person in a sinful way. I.e lustful look or covetous look. Matthew chapt 5:28-29 speaks of this as committing adultery. 
Also 2 Pet. 2 :14 says about wicked persons and false teachers,"With eyes full of adultery, they never stop sinning; they seduce the unstable; they are experts in greed--an accursed brood!"

James.1:14,15 says that evil desires can cause a person to sin ultimately. Most often it is the covetousness that starts by seeing an object of desire that starts the ball rolling to commit sin. Thus dear friends, it is only natural to get carried away by what our eyes see. We have to pray and train our eyes to be Christ's eyes and see the suffering and pain rather than let them lead us to sin. Amen
