Matthew 18:19
KJV - 19 Again I say unto you, That if two of you shall agree on earth as touching any thing that they shall ask, it shall be done for them of my Father which is in heaven.

'Can two work together except they agree?', is what the Bible says. I can testify to it knowing that it takes two to make out a perfect understanding. The thought one a person is only an opinion, an idea, but that of two gives a solution when analyzed and put through test by another in order to agree.
