This is something that I have experience with. I was in a homosexual relationship for 6 years approx. Now I'm married to a beautiful woman. I still have homosexual tendencies. I honestly believe that the only thing keeping me faithful to my wife is that I ask God not to let me sin in that way again. I really am attracted to my wife. She is the only woman I've ever been attracted to in my life that I can remember. If one is saved than he is saved. One can only be saved if he wants to be changed. That's part of the deal. I fight with this everyday and I stay steadfast in prayer. I'm ALWAYS communicating with God. Just follow the bible, try your best and all will be well. Take it one day at a time. Let God take the lead. God bless you all and I hope this helps.

I am not sure how Biblical this first part of my answer is, or in other words, can it be found in the Bible. A non Christian does not really belong to God. A true Christian does. God doesnt get involved with people that don't belong to him. He will however correct, chastise his children that stray from him. If they do not heed his correction he will eventually turn them over to the Devil to be killed, but they won't lose their salvation. There are A LOT of people that claim to be Christian, heck supposedly 90% of Americans are, yet show no signs of ever being saved. They may go to Church on Sunday but live for the Devil the rest of the week. Lately I saw a Lesbian woman claiming to be a Christian minister. To me that is impossible. We as humans are pretty go at perceiving sin and understand that it is wrong. When we figure out that God is real and we can only be with him for eternity if we ask for forgiveness of said sin and more importantly try not to do it again. Personally I try to remember to ask forgiveness for my unknowns sins every night, along with what I know I did wrong.

One thing the LGBT community wants more than anything else is for society to embrace the lifestyle so they can say "See, we are just like you. We can marry, have children and even worship and be saved by your gods". That seems to be working in this realm. Governments are bending over backwards to make it so and it won't be long until the have civil rights too. This of course would mean anyone that preaches against Homosexuality is in big trouble.

Now then, do they belong to God as they so much seem to desire? 
The problem is that they do not think their gay lifestyle is a sin and therein lies the fallacy. God loves us all is most of their motto. And God does, sadly if you don't confess your sin, how can it be forgiven? 

I'm sure some are true Christians that pray to have it taken away from them, just as a drug addict does over his adduction. But the flesh is weak and some often go back to that sin. 
Satan will try whatever it takes to keep us from God, he knows all of our spoken weaknesses. One of his favorite tools is to twist religion to go against God, or have man start a false religion. This is a sure way to keep people out of Heaven. Sadly, many so called Christians, not only Homosexuals, will fall well short of the mark too.

The answer to your question is both. Both are living a life of sin and have not repented and asked for forgiveness of sins and living the lifestyle the Christ demands. Read Leviticus 18 in that book and chapter God calls homosexuality an abomination. It is elsewhere in the Bible to. God's word never changes, and when we come to Christ he demands a different lifestyle. Be it substance abuse, or homosexuality. When becoming a new Christian to grow in the Lord, we need to feed our souls by the reading of his word. Everything in the Bible goes, we must take his word and all of it, or nothing. We cannot do as we please in our lifestyles and have Christ too. Everything you will ever need on humanity, is right there in his word. He wants us to :Trust and Obey". His way is worth it.

Humbly submitted. I believe there is no greater and lesser sin! Sin is sin, either way you look at it. 

With this said and looking into His Word, it does show that there is a definite no-no to homosexual lifestyle. I have several verses that back this up, and share these as follows:
(Rom 1v26/27) Because God gave them over to their shameful lusts, even the woman exchanged natural sexual relations for unnatural ones. In the same way, the men also abandoned natural relationships with woman and were inflamed with lust for other men. Men committed shameful acts with other men, and received in themselves the due penalty of their error.....
(1Cor 5v11/12/13) but now I am writing to you that you must not associate with anyone who claims to be a brother or sister but is sexually immoral or greedy, an idolater or slanderer, a drunkard or swindler. Do not even eat with such people. What business is it mine to judge those outside the church? Are you not to judge those inside the church? God will judge those outside. Expel the wicked person from among you...... 
(1 Cor 6v9/10/18) Or do you not know that wrongdoers will not inherit the Kingdom of God? Do not be deceived, neither the sexually immoral nor idolaters nor adulteres nor men who have sex with men. Nor thieves nor the greedy nor drunkards nor slanderers nor swindlers will not inherit the Kingdom of God (18) Flee from sexual immorality. All other sin a person commits are outside the body, but whoever sins sexually, sins against their own body..... 
More versus: Eph 5v3... Col 3v5... 1 Thes 4v3... 1 Tim 1v10... Heb 13v4... Jude 1v7... Rev 2v14 / 2v20 / 21v18 / 22v25. 

I believe that those Pastors who are of the "same sex relationships" are not fulfilling the Works of God... How can they be? It is against His Word, it is written.... Sodom and Gomorah.. 

I am not judging, I am merely bringing forth Biblical writings concerning. I have family members and friends who struggle with this, and they are fantastic people, confused, and off the beaten track! Who am I to judge? I do pray for their release.
My ways are also sinful, I do strive for the righteous way, but fall short daily....

In respect to the "non-Christian".... Paul was shown mercy... (1 Tim 1v13) Even though I was once a blasphemer and a persecuter and a violent man, I was shown mercy because I acted in ignorance and unbelief..... (2 Cor 6v14) do not be yoked together with unbelievers, for what do righteousness and wickedness have in common? Or what fellowship can light have with darkness? (1 Cor 7v14) for the unbelieving husband has been sanctified through his believing wife, and the unbelieving wife has been sanctified through her believing husband, otherwise your children will be unclean, but as it is, they are holy...". 
Contradicting statements, but those who believe have received, and those are the rocks, the foundations in the relationships, and those who pray earnestly for their partners will be rewarded in ways we cannot fathom. 
(2 Cor 4v4) The gods of this age have blinded the minds of unbelievers, so that they can not see the light of the gospel that displays the Glory of Christ, who is the Image of God.

We are all sinners and fall short of the Glory of God.....

(1 Tim 5v8). Anyone who does not provide for their relatives, and especially for their own household, has denied the faith and is worse than the unbeliever..... 

There is no sin that can not be forgiven, except that of blasphemy towards the Holy Spirit.....
We all live under grace, however we should not take it for granted....
In all our ways, acknowledge Him, and He will make our paths straight....
Strive for perfection, seek the Kingdom of God.... and all these things shall be added unto thee....

Regardless of what we do and say, we all need forgiveness. Somehow, Jesus found us all worthy to die for, to take our sins upon Himself, to pay the ultimate price... 

Love one another as I (Jesus) have loved you...

I believe that a Christian is held to a higher standard than an unbeliever (or even a believer who has not accepted Christ yet).

I base my belief on this statement:

James 3:1NIV:
Not many of you should become teachers, my fellow believers, because you know that we who teach will be judged more strictly.

I mentioned people who believe in God but have made no commitment to Christ because I think it is possible for us to know that God exists but to not immediately seek Christ for our salvation. Paul talks about the dominion of sin and then Christ transferring us to being citizens of the Kingdom of God. Paul has some convoluted arguments but I think he makes it clear that the behavior of a citizen of the Kingdom will be different to those under the dominion of sin. I think that until the transfer from darkness to light occurs; those under the dominion of sin are held to a lower standard. It is still sin but it is not willful sin.

Willful, I think, becomes important because the bible tells us that if we esteem an action to be a sin, even if it is not a sin, and we do that action we have committed a sin because we have willfully rebelled against God.
Remember that Christ asks to forgive the people who are murdering him because they did not know what they are doing. Christ is in the business of forgiveness and yet he thinks it is important to tell the Father that this is not willful, they are just "stupid".

Homosexuality was not a real issue in Jesus day, but it sure is in our day. The demand to 'respect' Homosexuality is contrary to what Jesus taught during His stay in this world. The Point of issue is the violation of God's intent. It is stated in Chapter One and Two of Genesis that we are to multiply; yet that cannot occur through homosexuality. 

Can a Believer be Homosexual? Yes, he can, but his relationship with God is at a halt until he repents and stops his activity that violates God order. Take a good look in Thessalonians and note that sin removes your reward - BUT NOT YOU! 

Homosexuality of a NON Believer makes no different to his status with God. He is condemned already. The picture in the Old Testament is condemnation for all this world based on Genesis, but you can escape what is coming in Armageddon by repentance and become born again. This factor is a decision ONLY you can make as even Jesus NEVER forced anyone to follow. 

Your faith is the only issue. Hence Homosexuality disrupts your relationship with God, but not your redemption; IF YOU have been born again.

My opinion is that one can only claim he/she is a christian if the person fears GOD and obeys all His commands, not just some of His commands. He/She Must accept JESUS CHRIST as his/her LORD and personal Saviour. 

Study the word of God, meditate on it, allow it to dwell richly inside of you to guide your path, communicate with God through prayers, fellowship with other followers of Christ to strengthen you, because iron sharpens iron (Proverbs 27:17). Be filled with the Holy Spirit to help you function and live a Christlike life style until Jesus comes to harvest His own people. 

Then and only then can he/she claim to be a christian. 
As for the two individuals in the question they are not Christians yet, they need to repent and follow CHRIST because life without CHRIST is crises.
