Who is speaking in this passage and giving instructions to the Israelites about appointing judges?

I want to know who was giving instructions to the children of Israel at this particular moment concerning the appointing of judges.

Deuteronomy 16:18 - 19

NKJV - 18 You shall appoint judges and officers in all your gates, which the LORD your God gives you, according to your tribes, and they shall judge the people with just judgment. 19 You shall not pervert justice; you shall not show partiality, nor take a bribe, for a bribe blinds the eyes of the wise and twists the words of the righteous.

In my point of view these are the words God spoke directly to Moses when Moses was on the mountain during the 40 days. Moses is talking to the people, but he is talking indirectly, he is reporting the exact words of God's speech. This speech starts at Deuteronomy 10 and goes on until chapter 27. Even the Song of Moses is written in a similar style. I think this is the possibility because when I read Psalm 90, written by Moses, the personal pronouns used in the Psalm, e.g.: our/your, are different from those ones used in Deuteronomy.
