Why does a murderer have the opportunity to be saved through faith in Christ?

For example, if an unbeliever murders another non-believer, then the victim cannot be saved, for they have died without faith in Christ. Yet the murderer, who is alive, still has the opportunity to come to Christ before he dies.

I John 1:7, says,But if we walk in the light, as he is in the light, we have communion with him in the midst of us, and the blood of Jesus Christ, his Son CLEANSES US FROM ALL SIN. Anybody who comes to God for repentance, (even if he has committed a murder) with full humbleness to God he is forgiven, but God is not unwise all our actions past, present and future have to be given accountable (Rom 14:12)... though our soul is saved from eternal wrath.
