Your Question: "Does God ever reject someone who wants to become a Christian?"

Acts 11:26 states: "And when he had found him, he brought him unto Antioch. And it came to pass, that a whole year they assembled themselves with the church, and taught much people. And the disciples were called Christians first in Antioch."

If you start reading at Acts 11:19 we see that these disciples were of those persecuted and dispersed at the time of Stephen's martyrdom (Acts 7:54-60; 8:1-4). 

Having been dispersed, they traveled to Phenice, Cyprus and Antioch mostly preaching to Jews only but some of Cyprus and Cyrene preached the Lord Jesus to Greeks and as a result a great number believed (Acts 11:19-21). This news traveled back to the church at Jerusalem who responded by sending Barnabas as far as Antioch (v.22) After Barnabas arrived and saw the grace of God he encouraged all of them to fervently hold fast to the Lord (v.23).

Of Barnabas Acts 11:24 records: " For he was a good man, and full of the Holy Ghost and of faith: and much people was added unto the Lord." 

A Christian must therefore believe in the deity, virgin birth, the death and resurrection of the Lord Jesus Christ and be indwelled by the Holy Spirit. (See 1 Corinthians 15:1-8; Romans 10:9-10)

Based on this understanding God absolutely DOES NOT in any wise reject anyone who wants to become a Christian! Matter of fact it is He (God) who initiates. 

"For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life." (John 3:16)

Listen to Christ's words in the following verses.

Christ said to the multitude in John 6:37 "All that the Father giveth me shall come to me; and him that cometh to me I will in no wise cast out."

"And this is the Father's will which hath sent me, that of all which he hath given me I should lose nothing, but should raise it up again at the last day."
(John 6:39)

"And this is the will of him that sent me, that every one which seeth the Son, and believeth on him, may have everlasting life: and I will raise him up at the last day." (John 6:40)

"No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day. (John 6:44)
