What did Paul mean by saying that we should lift up hands "without wrath and doubt"?

How does one accomplish this? How do you clean your hands from wrath? Doubt?

1 Timothy 2:8

KJV - ⁸ I will therefore that men pray every where, lifting up holy hands, without wrath and doubting.
