I would say that, although God is omnisicent, and thus cannot "accidentally" forget anything, He is also capable (as noted in verses such as Isaiah 43:25 and Jeremiah 31:34) of willfully forgetting (as He does with forgiven sin).

Here, David is asking that God not allow Himself to forget the past mercies that He has shown not only to him, but to Israel as well.

At the same time, however, David also asks God to forgive and forget the things that he had done wrong, and to save him from his enemies. David supports this request by indicating a spirit of humility, and a willingness for God to teach and guide him.

Psalm 25:6: Remember, O Lord, thy tender mercies and thy lovingkindnesses; for they have been ever of old. 

Right from the time of creation, God saw the wickedness of man that was great in the earth, the Lord God then repented that He had made man on the earth, and it grieved in “His HEART.” For then, Noah found grace in the eyes of the Lord God, and he walked with God; then he and his children were saved after the floods of water that were upon the earth. (Gen 6:5-6,8-10/7:6) Noah’s children, children who were then born, were mighty men who were of old, men of renown, his son Ham and his son Cush begat Nimrod. Noah’s sons then built the Tower of Babel to reach heaven, so that they would not be scattered. The Lord came down, knowing nothing would be restrained from them, which they had imagined to do. The Lord confounded their language and scattered them. (Gen 6:4,10:8,11:4,6,8) Today, one who is led in the right spirit of the wisdom of God the Father that is revealed unto us, we need to call out to Him in humbleness. For the remembrance of His tender mercies and lovingkindness of old given to our forefathers, together in one the children of God that were scattered abroad. (John 11:50-52)

Good and upright is the Lord God, for He then sent our Lord Jesus, to teach sinners in the way, and the humble to guide in righteousness and teach His ways. His path is of mercy and truth, who keeps His covenant and His testimonies, for they are then of His tender mercies and loving kindness. (Psalm 25:8-10) When Lord Jesus was on the Mount of Olives, he then came down in the morning into the temple and began to preach. A woman was then brought unto Him, caught in adultery, and was told she was caught in adultery, and should be stoned to death as commanded by Moses. Lord Jesus then stooped down with His finger and wrote on the ground, as though He heard them not. When they continued asking, Lord Jesus raised Himself and said, "He that is without sin among you, let him first cast a stone at her." He stooped down again and wrote back again on the ground. All those who heard Him being convicted by their consciences went one by one out of the temple. Lord Jesus then said to her, neither do I condemn thee, go sin no more. (John 8:1-11) 

His tender mercies and His loving kindness, which were of old, we should remember, let your eyes be ever towards the Lord, for he shall then pluck your feet out of the net. (Psa 25:15) Our fathers were under the cloud and all passed through the Red Sea, baptized unto Moses in the cloud and in the sea, eating the same spiritual meat and drink, for they drank of that spiritual Rock that followed them, that Rock was Christ our Lord Jesus. (1 Cor 10:1-4) Today, one needs to discern, to have the humbleness to cry out to the Lord God, to show and teach us His ways, leading in His salvation of mankind today. The salvation of mankind, then, who has the humbleness, shall be a tree planted by the rivers, whose roots shall be spread out by the waters, and shall not see when the heat cometh. For the leaf that grows in you, having branches of wisdom given unto you, shall not be anxious in the time of drought, neither shall you cease from yielding fruit that is wisdom of God given unto you. (Jer 17:8) 

Ephesians 4:30-32: And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption. Let all bitterness, and wrath, and anger, and clamour, and evil speaking, be put away from you, with all malice. And be ye kind one to another, tenderhearted, forgiving one another, even as God for Christ’s sake hath forgiven you.

Why ask God to remember? Because great things happen when God remembers: 

Psalm 98:3
He hath remembered his mercy and his truth toward the house of Israel: all the ends of the earth have seen the salvation of our God.

Psalm 106:45
And he remembered for them his covenant, and repented [relented, a better word here] according to the multitude of his mercies.

Psalm 136:23
Who remembered us in our low estate: for his mercy endureth for ever:

Can you think of any example of when praying that God would remember something, actually resulted in great blessing? I can. I am thinking of that time when Hannah prayed to God asking for a son. He "remembered" her and gave her a son! And who was that, Samson? Close, but no, this time it was Samuel. (1 Samuel 1:19).
