Although the distressing spirit apparently came upon Saul by God's will (whether decretive or permissive), David's ability to soothe Saul's distress by the music he played was also (in my opinion) a component of God's plan and His control of the situation, as part of the chain of events that elevated David from being a shepherd to eventually succeeding Saul as king.
