Rebuking an illness assumes that the malady is the result of demonic activity. Illness may in fact be the result of God's chastening or simply the result of the fall and subsequent curse. From the time a fetus' heart beats the first time, that little person is one heart beat closer to death.
Disease, sickness and death are as much a part of life as life itself.

I do not believe there is any biblical basis for rebuking illness yet there is plenty for prayerfully asking the Lord for relief and healing, according to his will.

Consider Jude 1:9 "Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee."

If the chief of God's angels would not rebuke Satan I believe we would be well advised to do likewise, ask the Lord to take care of it.

I would like to add just a little something to what my Brother has already said: When Jesus sent out His disciples, He never told them to rebuke illness. He did tell them to cast out devils! Matt 10:1-42 and Luk 9:1-6

As for afflictions and illness, I believe that James has said it best:
Jas 5:13-16 Is any among you afflicted? Let him pray. Is any merry? Let him sing psalms. 
vs14 Is any sick among you? Let him call for the elders of the church; and let them pray over him, anointing him with oil in the name of the Lord: 
vs15 And the prayer of faith shall save the sick, and the Lord shall raise him up; and if he have committed sins, they shall be forgiven him. 
vs16 Confess your faults one to another, and pray one for another, that ye may be healed. The effectual fervent prayer of a righteous man availeth much. 

Paul also stated for us to not think it strange that afflictions would come on us. These things happen! Rather to rejoice that we are counted worthy to suffer for His Name sake. 2 Tim 1:7-12 and Rom 8:18

Many times Paul wrote of Brothers and Sisters in Christ that were ill, had trials, or they were ill unto death. Where, oh where, is Brother Paul today? I have a few million questions to ask of him! If there were not a man of Faith, surely it was Paul. Why did God not allow him to still be among us on this earth? Heal his body? Yes, God is more than able to allow this to happen! Methuselah (Gen 5:27) lived almost 1000 years. Paul said it best, I have fought the good fight. I have finished my course. I have kept the faith. I am ready to go home. 2 Tim 4:7-8

Illnesses come, death comes, think it not strange. Rather, to be absent from the body is to be present with the LORD! 2 Cor 5:8.
