I'd say a ruler is anyone in a position of power over the people of a region, such as a country or multinational area.But in the context of Proverbs 23, it seems more specific to anyone in a position of influence. The point is to be on our guard against flattery or fake generosity aimed at getting something from us.

Proverbs 23:1: When thou sittest to eat with a ruler, consider diligently what is before thee:

"Today, among mankind, a ruler is one of the grievous wolves entering among you not sparing the flock, speaking perverse things to draw away believers, leading them astray. They have a deceitful spirit that leads one to hearken to their voice. Those who follow such rulers will be led to cause division and offenses that go against the doctrine they have learned. Therefore, one must note them, as they do not serve our Lord Jesus Christ, but their belly with men-pleasing words. They use these fair speeches to deceive the hearts of the humble." (Acts 20:29-30/Rom 16:17-18)

There were rulers, including the chief priests who gathered with the Pharisees. Who were afraid that if all men believed in our Lord Jesus, the Romans would come and take away their place and nation. These rulers sought to secure their position through their wisdom, aiming to please people and become wealthy. Which made them proud like eagles flying towards heaven. (Proverbs 23:5/John 11:47-48) Today, if the Lord leads you, He will give you the wisdom to discern and to put a knife to your throat to control your tongue and avoid these rulers by moving away from them. Lest they trample your pearls under their feet and harm you. (Proverbs 23:2/Mat 7:6)

"Every child who serves the Lord God with the right spirit and humbleness will be led by the Holy Ghost to shepherd the church of God, which was purchased with His blood. (Acts 20:28) Therefore, do not be a man-pleaser, be careful to know and consider who stands before you and tries to take control of your tongue. For many desire to please men by treating them with deceitful meat that leads them astray. Being a man-pleaser today leads one to eat and drink as the host says, but his heart is not with you. For what you eat with him, you will vomit and lose your sweet, pleasant words (Proverbs 23:3-8)."

Acts 20:28: Take heed therefore unto yourselves, and to all the flock, over the which the Holy Ghost hath made yourselves, to feed the church of God, which he hath purchased with his own blood.
