Our prayers should be directed to God the Father, through our mediator (lawyer) Jesus Christ. That's why believers say, "in Jesus' name," when they pray. These are Jesus' instructions on prayer, not mine.

Believers who have died are in Christ's presence, worshipping Him. Nowhere does Scripture say that they are praying for us. And we are not to pray to them, as God would consider that idolatry.

This is different from asking friends and family here on earth to pray for us. The Bible instructs us to bear one another's burdens, and to pray for one another.

The question presupposes two things:

1. Our departed loved ones are in heaven.
2. We can pray to them.

Whenever we recite the profession of faith (Apostles Creed) every Sunday, we declare "I believe in the Holy Spirit, the holy catholic church, the communion of saints", we reaffirm these two things - that only by the power of the Holy Spirit, members of the church are in communion with each other. 

So to the question "Are our prayers heard by our love ones in heaven?", by faith we can say Yes.
