PROBLEM: Joshua 15:8 lists Jerusalem in Judah, but Joshua 18:28 says it is in Benjamin. 28 And Zelah, Eleph, and Jebusi, which is Jerusalem, Gibeath, and Kirjath; fourteen cities with their villages. This is the inheritance of the children of Benjamin according to their families.

ESV - 1 The allotment of the people of Joseph went from the Jordan by Jericho, east of the waters of Jericho, into the wilderness, going up from Jericho into the hill country to Bethel. 2 Then going from Bethel to Luz, it passes along to Ataroth, the territory of the Archites.

By my reading of Biblical and secular texts, Judah's territorial allotment bordered on Jerusalem, but did not include it. (Joshua 15:8 describes Judah's northern border as running along the southern slope or shoulder of Jerusalem.) The city itself was in the tribal allotment of Benjamin, as seems to be clearly indicated by Joshua 18:28 and Judges 1:21.
