Christ stated in John 14:17:
"Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you."

Based in this statement I've held that no one was permanently indwelled until AFTER the resurrection, beginning when Christ breathed on the disciples and said: 
".....receive ye the Holy Ghost." 
(John 20:22)

In Luke 1:41 we read: "And it came to pass, that, when Elisabeth heard the salutation of Mary, the babe leaped in her womb; and Elisabeth was filled with the Holy Ghost:" No doubt Elizabeth was a believer.

Now look at Luke 1 :15 concerning the angel's prophecy of John Baptist to Zacharias.

"For he shall be great in the sight of the Lord, and shall drink neither wine nor strong drink; and he shall be filled with the Holy Ghost, even from his mother's womb."

"....from his mother's womb"

After God had rejected Saul as king (1 Samuel 16:1), and Samuel had anointed David to replace Saul (1 Samuel 16:13) (and even while Saul was trying to kill David (starting in 1 Samuel 18:10-11)), the Spirit of God came upon Saul as was going to Naioth (1 Samuel 19:23-24). 

In Acts 10:44, the Holy Spirit fell on all those who were in Cornelius' household (who were Gentiles), while Peter was still preaching to them (that is, before they had had a chance to respond to his preaching or to ask for the gift of the Holy Spirit), and also before they had been baptized.
