If the Lord doesn't see Christians as sinners why do so many think Jesus didn't completely fulfill the law?

As Paul says in Galatians, you can't be under the law and be justified by faith.

Galatians 3:24 - 25

ESV - 24 So then, the law was our guardian until Christ came, in order that we might be justified by faith. 25 But now that faith has come, we are no longer under a guardian.

I personally do not know anyone who thinks that Jesus did not completely fulfill the law. Scripture is pretty clear about that. Some do, however, have a misconception of what the word "fulfilled" actually means. It means that Jesus lived His entire life in perfect obedience to every aspect of the law of God. Through His obedience to the law He achieved perfect righteousness which was then imputed (credited) to us. At the same time our sin was imputed to Him so that we are now the righteousness of God through Jesus Christ (2 Corinthians 5:21). 

What the word "fulfilled" does not mean is "abolished." Scripture is clear on that as well (Matthew 5:17-18). God's law and His righteous demands on us are still very much in effect. They have not been, nor will they ever be abolished. However, if we are justified by faith, we are given credit for keeping (fulfilling) the law in Jesus Christ. In Him, we are credited with fulfilling the law of God!

That's grace! That's imputation! That's the gospel (good news)!
